Public–Private Partnership (PPP) in Saudi Arabia

Given the importance of understanding the current market dynamics in the Kingdom of Saudi Arabia, particularly the initiatives of the relevant regulatory bodies and their issuance of streamlined regulations and guidelines aligned with the global market terminology, public sector entities—represented by state-owned companies, authorities, and others—are engaging in partnerships with the private sector both within and outside the Kingdom. This approach ensures the accuracy of performance outputs across all activities, financially and economically.
Accordingly, we highlight below some of the key legal support we have provided to various companies, in compliance with applicable regulations such as the Competition Law and the Government Tenders and Procurement Law issued under Royal Decree No. (M/128) dated 13/11/1440H, and Cabinet Resolution No. (649) dated 13/11/1440H:

  • Representing one of the largest hospitality companies with a capital of SAR 100 million in a partnership agreement with a company owned by the Public Investment Fund to implement a special project on the Red Sea coast.

  • Representing one of the world’s leading entertainment companies in reviewing and implementing its partnership with a regulatory authority and attending Riyadh Season for several consecutive years.

  • Organizing certain sponsorships at the Biban Forum – entrepreneurship sector, held by the Small and Medium Enterprises General Authority, and participating in the conference as a service provider and legal support partner in Biban24.

  • Organizing and sponsoring the largest legal forum under the patronage of the Ministry of Justice—The Saudi Law Conference—for the years 2018 and 2019, in collaboration with LexisNexis and its representative in Saudi Arabia.

  • Participating with a specialized energy entity to address environmental considerations by explaining key environmental regulations and ESG policy, and stressing the need for compliance by companies operating in the same sector.
